Strategic Commitments

High Quality Programs/Services at an Affordable Cost: MSC will be innovative and collaborative in delivering high-quality, affordable programs and services that meet stakeholder needs. This will be achieved by leveraging and sharing resources across the network.
Student Success: MSC will promote student success by supporting programs aligned with state and local education goals. This includes academic enrichment, school improvement initiatives, and professional development.
Capacity Building: MSC will build statewide capacity by coordinating program delivery, maximizing partnerships, and utilizing staff expertise and exemplary programs.

Strategic Objectives

Objective 1

Objective 1: Strengthen Inter-Agency and Other Statewide Partnerships
Develop partnerships to support planning and to meet the specific needs of school districts, charter schools, and other governmental units—especially where service cooperatives can provide more effective solutions than individual entities could achieve on their own.

Initiatives

Advance the agenda outlined in the Memorandum of Agreement with the Minnesota Department of Education.
Build relationships with state agencies and strategic partners to support statewide initiatives.
Communicate MSC's unique value in strategy and partnership development.
Establish or enhance connections with local governments.

Objective 2

Objective 2: Legislative Advocacy
Advocate for policies that benefit communities, schools and learners.

Initiatives

Collaborate on state and federal legislative issues.
Provide regular updates to MSC leadership and regional boards.
Enhance or expand advocacy efforts with statewide organizations (MDE, MSBA, MASA, LMC, AMC, etc.)
Develop an annual legislative platform to support cooperative-friendly policies and fiscal supports.

Objective 3

Objective 3: Enhance Student Academic Programming
Deliver strong academic programs through the MSC network for ALL students.

Initiatives

Expand and diversity academic offerings to meet varied student interests.
Leverage the statewide network to develop and promote programming and recruit participants.
Define goals for impactful student achievement.
Identify and support fundraising strategies, including corporate partnerships.

Objective 4

Objective 4: Ensure Organizational Growth and Sustainability
Support MSC's statewide growth in branding, finances, programming and operations.

Initiatives

Strengthen MSC operations and define success metrics.
Support Service Cooperative staff development through job-aligned groups, communities of practice and other initiatives.
Intentionally support MSC Board Member understanding and engagement.
Increase MSC's visibility across Minnesota.

Develop a comprehensive ecosystem for workforce, community and economic development.

Build on current successes and ensure sustainability of the CTE Consortium.
Explore immersive and emerging technologies for learning.
Create a corporate engagement and fundraising strategy.
Connect with related initiatives, including:
- MN STEM Ecosystem
- Teacher Apprenticeship, Induction, and Mentorship Programs
- Career Connected Learning
- Industry Associations
- Workforce and Economic Development Entities
